Support for the Downtown Attainable Housing Incentive Program

Budget 2025 Letter to the Mayor

Dear Members of Executive Committee,

On behalf of the Edmonton Chamber of Commerce, I am writing to express our strong support for the Downtown Attainable Housing Incentive Program, one of the first catalyst projects under the extended Capital City Downtown Community Revitalization Levy (CRL). We urge Executive Committee to approve the recommendations in report UPE03207 and advance them to City Council for final approval.

The Downtown Investment Plan, co-authored by six business organizations including the Chamber, called for bold action to create a more vibrant and secure downtown. This program directly supports that vision by attracting more residents to the core.

More people in the core means a safer downtown. When residents live, shop, and spend time downtown, streets become livelier, businesses thrive, and a stronger sense of community takes root. Increased activity naturally enhances safety and confidence for workers, visitors, and families alike.

Edmonton’s downtown has close to 13,000 residents and a 24 percent office vacancy rate, and those numbers are connected. Growing the population to 25,000 will bring new energy, support small businesses, and make the core a place where people feel secure and connected.

The Edmonton Chamber of Commerce urges Executive Committee to support Administration’s recommendations in report UPE03207 and recommend the program to City Council for approval. A safer, busier, more livable downtown benefits every Edmontonian.
